Follow this dialogue if you are setting up Outlook Express for the First Time.  If the Account screen shows up

To get here Click Tools/Accounts/Mail/Add Enter Your Proper Name  Click Next
Enter Your Email address  Click Next
Fill in pop.lweb.net in the first box  Fill in mail.lweb.net in the second box  Click Next
Fill In your username and Password  Click Next
Click Next
Click Connect Using My Phone Line  Click Next
Select the LWEB Connection  Click Next
Click Finish to Complete this stage of the Setup

To configure Outlook Express as an Offline Reader

Click Tools/Options.  Unclick Check for Mail Every 30 Minutes
Click The Tab Send. Under "Mail sending format" click in the circle beside "Plain Text" Unclick Send messages Immediately
Click the Tab Dial Up Click Do not dial a connection and Hang up when finished sending, receiving or downloading.   Click OK to Complete Setup
